The real question is, would it be a left arm, a right arm, or some strange third central arm with the thumb in the middle?

If we were given an extra arm our ability to use it would be goverened by our genetic make up and, like you say, brain power. Some will be able to use it much better than others.
But the important question is:
If you were a chicken, and had access to a barbecue, would you eat your own wings?

I reckon it would come down to being born with them, probably. Say I woke up with a third arm tomorrow, I'm fairly sure I wouldn't be able to do it justice. Although I'd quite probably become the greatest guitarist ever, eventually. But would babies born with three arms eventually be nurtured and taught to be able to do three different things?
Can also be night thread for late-night wonderings.
| io would say that it depends on whether you are left handed right handed ambidextrous, middle handed etc as to how well you could use all three at doing different tasks at the same time
