i.e. be discretionary
"Refs should be consistent"
i.e. apply the letter of the law
This can even happen within the same conversation.

tbh if I was getting paid 50k a week to play footy, I'd learn to hit with both feet, and not complain about being tired unless I had to play a game every week with the possibility of playing a match on saturday as well.

Once my Grandma's neighbour told me that the reason that Poland did poorly at WC 2006 was that many Polish players played abroad (and he didn't mean those sitting on the bench only, also the 1st team regulars  )
