Low can also mean to moo and, as with low meaning height (or lack of!!), they both sound the same as no.
Just because it is said with a difference in relation to regional accents, it doesn't change the "Queen's" English manner of pronunciation.
Just to be difficult though, bow as in ribbon is the same, but bow as in bent at the waist, doesn't!!
