I'm guessing you must be saying 'low' the same as 'lower' which is ****ing wrong. I'm from the south and therefore speak correct English.

It's not an orthodox rhyme because they rhyme phonetically (I get the point about the 'w', though) but not orthographically. If you want to be touchy about it then they don't, but the differences are subtle enough to scarcely matter.
You'd use them in a poem if you wanted words to rhyme, which is the litmus test for these sort of things.

I accidentally saw 5 minutes of French & Saunders the other day. DF was doing a Zeta Jones impression and needlessly saying ah after words. Is that what you're doing Ackter? Go and Low-ah? Would you say low is closer to rhyming with lower than go? |
