I'm just absolutely baffled by this. Trying to save a drowning boy's life is 'inappropriate'?

I think you can raise this question at anyone who can swim who doesn't jump in to try and save the boy.

I'm trying to decide if the fact they're police community officers is relevant or not.

oh well it's quite simple to understand, the PCSOs couldn't swim and phil dowd is covering their asses.

Yeah I just read this on the BBC. I would have thought anyone would have jumped in to try and help

Nowhere does it say they can't swim. The baffling bit is the police saying nobody should try to help anybody who's drowning.
