it does, phil dowd says they weren't trained to do water rescue stuff. so regardless of whether the people who are working as PCSOs can swim, as PCSOs they can't because they haven't been trained.
i'm not endorsing this, i think it's barbaric, but it's the thought process that has been followed. do you need anything explained to you while i'm here, old timer?

| so why didn't the fishermen go back in? because they couldn't see him? same goes for the PCSOs, probably just didn't know where to start, and if they weren't great swimmers I can't see them going for a swim around to try and find him.
Plus the article says 2m = 6ft, I've been trying to work this out for a few days, but 1" = 2.4cm? surely, so 1' = 28.8cm? so 6' = 173.2cm? that doesn't seem right to me, where am I going wrong?

Er, the fishermen did go back in. And recovered the boy. Whereupon the police shouted 'stand back, I'm trained for this!' and resuscitated him. He then carked it a few hours later.

I didn't realise we'd got to a stage where police could only act when they've been trained for a specific eventuality.
What's the good of training a small proportion of police in water rescue - when the chances of any of them being around when needed are remote.
