Speaking as a landlord, if you were renting from me the answer would be no chance. Long term it is a guarenteed loser for a landlord. Even if you found a tennant you could 100% rely upon you'd have to change the meter again once they moved out. There is nothing for a landlord to gain by letting you change, it carries an element of risk, and it does carry a future penalty.
