My Mum phoned them up and they offered to "refund the delivery charge as a gesture of goodwill" which she took exception to. A gesture of goodwill for giving back the money that we paid for a service you failed to provide. Oh thank you so much.
Anyway the long and short of it is that it was vital we got the laptop today because it's for my Sister who is at Uni a fair distance away and we will be seeing her this weekend to hand it over, but we don't actually have it.
Never written a letter of complaint before, so basically looking for help. I took down the name of the district manager and will be addressing it to him personally. I think that's a good idea.
| ahhh, writing a letter for mumsy, quite cute really.

Dear District Manager,
I am writing to you as a consequence of the appalling service I have received from your company both during and after the process of buying a laptop recently.
I/we took opportunity to have the product delivered to us on a specified day as part of PC World's customer service, which, although it cost quite a lot more, would have allowed us to receive the laptop in time to deliver it to my sister/daughter who has begun University. However, the laptop was not delivered on the day agreed, and upon calling to investigate, was told that the delivery charge would be refunded as, I quote, "a gesture of goodwill".
This is simply unacceptable. Disregarding the fact that the missed delivery will now cause a major inconvenience to myself and my daughter (as I will now have to arrange take receipt of the laptop on a date no longer suitable for me and she will not be getting the laptop in time to begin her degree), I assume that the delivery charge will naturally be refunded to me anyway, as it was paid for a service your company subsequently failed to provide.
A 'gesture of goodwill' would be a further offer compensation in some form, and I await your swift response indicating an appropriate sum that reflects the low standards of service on this occasion.
I am a long-standing customer with PC World and have been thoroughly disappointed with the service of a company I thought I could trust.
I await your reply.
Yours etc etc
something like that?

You know instead of writting a letter and complaining about something that cannot be fixed. Why not simply agree for them to deliever the laptop straight to your sister instead of you taking it there? - Free of charge of course.
Problem solved

To Whom it may concern,
I am writing to you with regards to a recent order I placed with you, and your subsequent failure to deliver goods as agreed.
Although you are one of the largest suppliers of computers and multimedia products within the UK, I'm sure you are aware that you have a reputation for poor customer service within many circles. My great Aunt Mary and her knitting group would happily accept your customer service and technical support to be sufficient for their needs, but as someone with a greater knowledge of how computers work than most of your customers (ie. I know how to log on to Windows), I cannot accept your service as being acceptable.
My mother ordered a laptop through you, due to a combination of her own sheer stupidity and 2 bottles of Lambrini - despite my attempts to tear both the telephone and wine from her steely grip. Despite my protestations that your customer service is less reliable than Britney Spear's parenting skills, she assured me that the gentleman (moron) who served her promised the laptop would be delivered on time.
Of course, the laptop did not arrive as agreed, and a phonecall to one of your more articulate members of staff - one who actually knew how to structure a sentence - led to a derisory offer being made of the delivery charge being refunded. Negotiations to instead have the brain of the member of staff responsible - to serve as evidence of the missing evolutionary link - have failed, and so I now write to you.
By this point, I'm sure the person reading the letter aloud to you - due to your inability to understand English - has got bored of this, so I shall summise in brief. Staffing a company with members of your own inbred family and their pets does not help me as a customer, so I am asking you to ensure your bloodline continues no further - even if I am not able to enjoy the benefits of such actions, a blanket castrating of all male family members should at least ensure my children don't have to put up with poor service from your children-cum-siblings-cum-uncles.
If you do not feel this is possible, then feel free to refund the cost of the laptop, and I shall invest in enough Polonium to do the job myself.
Kind Regards etc.
