Apologies for the $hitty post.
Basically, a proxy is a site which in simple terms can take you to any site you require.
There is a 'newsletter' which is sent out via email which contains lists of these sites.
Obviously as a proxy gets more popular the more likely it will be that it will get blocked.
Therefore this email tells you the latest sites.
Hope that was more clear, but obviously the job is much more important, I'm sure he can live without OTF.
