It happens. He's not going to go ahead with a decision just because it's been leaked to the BBC or whatever, if the latest information he receives suggests it wouldn't be wise to do so.
Still makes no sense to DEMAND an election early now, just because that was a potential plan initially. For what purpose?

who remembers when the tories were calling for a election as soon as brown took power? because it was wrong to have a leader who hadn't been directly elected, or some such ****.
then the tories took a dive in the polls, and suddenly they went a bit quiet about having an election, and labour started to think it might be a good idea.
then the tories had a rise in popularity after the conference season, and suddenly labour are weak for not calling an election that they had hinted they might.
then an internet poll came along and the country was ok!!!!!1

You're missing the whole point of this, GB was going to call a snap election as they thought the time was right.
The PM's office notified the press to this situation and so the story started to run.
The polls then swung away and it seemed that he may not get the majority he expected and so he walked away.
He chickened out, plain and simple, and the press have picked this up and are going to hammer him for it.

why not make it worthwhile and petition for annual elections
Nothing would ever get done then because as soon as you have won the election you are basically a few months later starting your campaign for the next one. Certainly no controversial bill will ever get passed I would have thought?
