It was a bad decision because he missed a trick.
He could've ruined the Tory Conference, and in the process DC and the rest of his crew, with a more direct approach.
But instead he faltered, allowed the Tories to "steal" a policy and forced his CoE to deliver a budget that was meant to signal the start of his election campaign.
