If so, do you know how to enable the dongle that you plug into the back of the computer to work as a normal bluetooth device that I could sync my phone with?

Doesn't do anything. Whatever I've tried so far hasn't worked. For example, I tried "installing a new device" by locating hardware and then plugging it in but it's not listed as a Bluetooth device. Tried different ports. Nothing.
