I remember back in the day of forming the Premier League there was all sorts of talk about how it would improve the English National side. That was part of their 'mission statement' so to speak.
You can invite everyone to the party and start running football as a business and then turn around and moan that people that own the business want to make as much money as possible out of it. Obviously, they dont really care if someone is English or not.
Whatever measures are taken would probably take a long for us to see any real effect.
I like the idea of 7 subs and the extra 2 being English. Maybe the extra 2 are optional or something to get things moving slowly and see how it goes after a few seasons.
Whatever anyone comes up with people are going to shout it down and they'll shout it down with no other solutions cause for current Premiership owners there really isnt a problem with English players. It's also very easy (and fun) to just slag something off without offering anything constructive.
Make it their problem, it's unfair to say "oh, by the way, you're only allowed 5 foreigners". Gotta to be something of a slow burner to begin with and see how it takes. The subs thing is not a bad start for me. Dont the Jocks do something similar with their subs ? Age limits, etc ? See how it goes. Doesnt effect most clubs as can still use 5 but there's an advantage to having 7 so maybe clubs will start changing their thinking slowly.
Obviously, big clubs will whinge and nothing will happen. Change the freaking rules in a reasonable way and let things change gradually instead of trying to implement something radical where of course you will meet resistence
