rubbish idea really. I see the objective and appreciate that but this is bad for all foreign players. Either they will have to accept second-rate football by going down in the league, or they may have to go back to their own countries against their wishes.
I'll explain so this doesn't look odd reasoning.
Lets say you have 5 top of the top sides who have 60 foreigners between them. These top sides will no longer need some of these foreigners because of being forced to use more of their own countries' talent. Now theres like say 30 foreigners that will have to look for a lower team that can afford them in their quota or go back to their country which doesn't have these quotas but where the standard of football is generally lower.
(ie. good Turkish player playing in one of the best leagues in Europe, now has to has to settle with a lower placed team in the league or go back to Turkey)
So, really daft rule in my eyes.
