What makes you think it's irreversible?
The overriding factor in the change in demographic has been cost, and with the ability to fit many more people into standing areas than the same sized seating area, that will allow clubs to have reduced price tickets for those sections without overly affecting revenue.
Given that middle tier premiership clubs are already realising the need to reduce prices to avoid half full stadiums, and already try things like singing sections to generate some atmosphere, there are certainly incentives for the clubs to back this.
I'm not saying we can go back to the swaying terraces of the 70's and 80's, or that you'll wholly retrieve the old atmosphere, but that doesn't mean there wouldn't be an improvement.
The biggest hurdle is going be actually having a proper debate, without it being stopped on day one by the shadow of Hillsborough, but the growing tide of support, coupled with a working and so far safe model in germany to use as evidence, mean it's at least not out of the question. There is also the fact that standing in all seater stadium is a growing problem to which no-one has yet found a solution, which may add more weight to the case.
