Well, you first need to create a pattern to use. It's looking like the pattern could be created by creating a new document about 30px x 30px. Fill that new document with 50% grey, and then use the pencil tool with black and white to create the bevelled look. (A single pixel white line along top and left, and a single pixel black line along bottom and right.)

Then, add the dots every 5 pixels in a grid pattern.

After that, go to "edit-define pattern."

Take the image you want to apply it to, create a new layer, go to "edit-fill" and choose the pattern you just created. Set that new layer's blend mode to "overlay."

That will get you most of the way there, there's some finishing touches on the effect... and questions on that, just ask.

Also, instead of drawing a dot every 5 pixels you can make a seperate pattern for that. Just make a new doc 10 x 10 px (with backround set to transparent) and use a 1px paint brush and draw a dot in the middle. Then go "edit" "define pattern". For one other detail, copy your backround layer and go to "filter" "pixelate" "mosaic" then set your layer to soft light.
Note: make sure each pattern and filter are set to the same size, that way they will be perfectly alligned.
