The report has two groupings - Ethnic Minority Groups (22%) and then Foreign Nationals (10%).
So where are you getting this figure of a a quarter of our prison population being "immigrants and their children"?
Please explain as I may have misunderstood.

Incidentally, taking men and women together, immigrants still only make up just over 10% of the total prison population.
