Well your brother's going to talk to the manager himself so you really don't need to do anything. Let him handle it himself.

Make sure your brother is prepared to go all the way.
Pretty sure he'd have a good case for constructive dismissal if he quit because they'd forced him out of his job by psychologically bullying him.

Should imagine there will have been little things before the hangman on the locker.
Seems strange to go from nothing for a year then straight to this.
