I actually kind of agree with msteuk that extreme examples can highlight inconsistency if they're logical.
I don't agree with anything else though.

I love the incredulity - "omg how does one keep friends?!?" how about because my friendships are based on something stronger than reciprocal money lending?

Nothing to do with friendships being based on lending money, more the fact that it’s a bit sh!tty if your friend needs a bit cash and you’re not willing to lend him it if you’re in a suitable position to do so.

| Not always a case of budgeting though. I might fancy a pint after work across the road and ask someone if they fancy it but if they don’t have any cash on them I’ll lend them the money until they go to a cashpoint.

When you seek out the balance here...
by not lending your mate money you are imposing your values on to him, even though him using the money for ciggies doesn't affect you (we'll skip passive smoking for clarity!).
him asking you for the money doesn't impose his values on you, since you do have the right to say no. He's just asking a mate to help him out if he can.
