i think we should bring back the annual 4way to plug that awkward gap between seasons

By my count, the last time there were no representatives from the British Isles (including Rep or Ire here too) at a major championship was (ignoring those joke Euros before 88)...World Cup 1938?

With further research, I have decided that Euro 84 counts as "not a joke" too. And there were no British Isles sides at that one.
