Isn't there some sort of loophole that if you haven't recieved the letter within 14 days you're not liable or something?

Not an excuse. If you think it was probably turning red as you passed, you had enough time to slow for the amber.

Yeah but I think its 14 days from the letters date and not the actual incident date.

As I approached the lights it went amber as I passed it went red. The amber lights caught me off guard and if I stopped at amber 1 the car behind would have crashed into me and 2 I would have stopped in the middle of the junction. So I had no really option but to carry on.
