I think you and fred the red should do a follow up to can't cook won't cook. I think we can name it can't stop wont stop  .

| If you weren't able to stop in time you were either going too fast or you were not concentrating properly. Either way you were not driving safely.

if people get fined for going through red lights when an emergency vehicle has flashing lights behind you i don't think you'd win here.
and as others have siad the only way to go through a red is if your trying to beat the lights.
that's the reason for an amber light. to warn you.
