not really a story as far as I can see, so what if they are less intelligent on average, the whole "social policies are based on the fact that their intelligence is the same as ours" is a bit irrelevant, surely most social policies are designed for less intelligent people anyway.

He has a history of saying things that could be perceived as bad standings. But then surely if he is conducting research and thats what his research shows not his beliefs then surely that means he can't be accused of a racist.

It sounds like social studies to me, not anything scientific.
