Nope. Its only partly so. There are cultural/social/economic factors which lend a great deal to literacy rates.

Literacy rates are a large part down to how well a country can afford to teach kids to read. Which obviously isn't anything to do with intrinsic intelligence.

For the sake of balance how about they put on the front page. "DNA professor says africans have bigger d1cks than europeans".

I already said that nature and nurture make a difference. But I think that across a broad group it's nutrition that's a bigger factor. As Docker said though, nurture has a lot to do with nutrition in most parts of the world.

Even if Africans were marginally less intelligent than everyone else. I don't see what practical effect it would have on social policies.

If Europeans are marginally less intellgent than indians and asians. It does not mean Europeans are retarded and can't function in a proper society.

And the economic success of a country is probably based on other factors apart from average IQ.

It is. It's based on confidence in your fellow countrymen. So presumably African dictators have read Dr. Watson's reports.

Professor Ranjith will grant you some time.

As was said earlier, there is intrinsic intelligence. There isn't so much difference between races that a person from a certain race could not get the level of literacy required to be deemed literate by international standards.
It is down to other factors which is on a country by country level which means looking at literacy rates to determine which race is more intelligent next to useless.

This is why Caucasians are in many countries and they all have varying literacy.
