Bit harsh giving them 2 year at that age. Pretty much all boys throw rocks? A couple of my mates ended up getting stitches when we'd have rock wars at my place. Memories :*)
Don't think I'd have randomly thrown rocks at someone playing cricket though. Wonder what they were thinking.

To the age you can intentionally throw it with enough force to kill somebody. This is not a case of a kid thoughtlessly dropping a rock off a balcony or something - it's targeted and deliberate.
If a child was so immature that they truly did not know what they were doing, then they would never go down on a criminal charge because mens rea could not be proven. Indeed, there are plenty of adults who aren't held criminally responsible for their actions because of their level of intelligence. Having an arbitrary age limit is unnecessary.

raised to 14? hell no its a terrible idea, as at 10 you do know right from wrong (if you don't you shouldn't be let out of the house unaccompanied).
age isn't an excuse in the slightest as the age of criminal responsibility was set when 10 year olds weren't horrid little shits throwing missiles at people or killing toddlers but still acted like kids.
