They probably do, if age restrictions were properly enforced it would have got an 18 ratingm they won't do it as they know it will end up in youngsters hands

Well make it illegal then to start with. I know it hard to ploce, but you cant buy beer for minors so why not games
I`ve seen parents buying 18 rated games, if their son or daughter isn`t old enough to play the game why would they even get it, they wouldn`t go out and buy them a 6 pack of beer would they, not responsible parents anyway. A violent game isn`t gonna turn someone into a killer even if they are under age, kids have played manhunt and not gone out and copied what they did in the game, if someone does copy the game, there has to be something wrong with that person to start with, the game is just a trigger for their already psychotic mind, anything can set them off, does that mean everything with violence should be banned, Blame the parents not the game.

It depends which Tenchu as to the rating and also I remember them both being ELSPA rated and not BBFC. ELPSA was never legally enforcable, similar to PEGI, although some retailers treat them as such.
