14yr old raped in Glasgow...but what the hell was she doing out at 11pm?

Detectives are hunting a man who raped a 14-year-old girl in a city street on Friday night.
The man targeted the teenager as she was walking in Trossach's Court in Maryhill, Glasgow, at about 2300 BST. The suspect is described as mixed race, 15-20 years old and of slim build. He has shaved hair and was wearing a dark-coloured tracksuit. The attack came a day after a 41-year-old woman was raped in a car park in Lennoxtown. She met a man in Glasgow's city centre shortly before 0200 BST on Thursday and they went to a car park near Crow Road in Lennoxtown, where she was attacked.
The only description available of the suspect is that his face was badly pock-marked and he drove a 4x4 vehicle.
Strathclyde Police asked anyone who was in the area between 0200 and 0300 BST to contact them.

Should there not be some sort of curfew for the under 16s? Obviously being older would not have stopped her from being targeted and raped, but being 14 she shouldn't even be out at that time of night, surely? Plus of course it would have the handy knock on effect of removing pre-pubescent gangs from the street.
