Default Cup Winners Cup is back (sort of)

I really hope that the domestic cup winners tournament that allows entry to the champions league doubles up as a new beginning for the Cup Winners Cup and not just another boring bunch of qualification rounds..... anyone have any thoughts on this?

this year (Scotland especially) showed that the league positions getting Europe places is vital. Dunfermline being the runner up in the Scottish Cup and getting beat by Hacken who were in the Swedish second division is just embarassing

4th in the league (think it was Hearts) would have probably at least got to the group stages
