I'd seriously advise anyone against buying a Citroen for decent money over 3/4 years old, as despite their styling and often having decent engines, they're not built very good.
However you can get the odd good one and with low miles and FSH it might be a good little buy for you.

Insurance is your biggest annual cost (assuming your are under 25) so it seems sensible to buy something that limits that as much as possible.
Then it's a balance between reliability and cheapness of parts should things go wrong. Newer Fords are actually a pretty decent balance. Most European manufacturers aren't that reliable and some like Fiat are both unreliable and expensive to fix. The French cars are unreliable but only averagely expensive to fix.
If reliability is paramount then Far Eastern makes are the best by far (Toyota, Honda and Mazda are the primo brands in this respect). Usually slightly more expensive to fix if things go wrong - but they rarely go wrong (I have a 3 year old corolla that has done 50k miles and has only had a change of tyres required beyond normal servicing). It's cost me about £700 to maintain in total - (typres + services).
