To be fair, he didn't say if the land he wanted was zoned or not, maybe it's not green belt

Better make sure it can be built on first.
As an aside, our family owns the field adjacent to our house (yes I'm a country bumpkin) and they only bloody went and let some conservation group plant hundreds of trees on it
