of course, docker is being idiotic here. however, i personally do find it strange that the boys mother or father has not handed him in. maybe that's just personal standards and disregarding the possibility that his parents are a bit loose like their child, but my dad certainly would if it were me.

That's a very black and white question that can't be answered without knowledge of police protection etc etc.

Well you can go on the basic premise that the police haven't been sitting around with their thumbs up their arses.
People must have been interviewed and those with viable information would have been notified about the options open to them.
