I think people seem to resent being put in the position where they even have to think about having to report something they have seen. It's apathy, i think. Maybe a little of the horrible things didnt really happen if we dont go on about them as well ?

The landlord is a well-respected member of the local community. The reason he got beaten up was basically because he had barred a member of said thugs family a couple of days earlier (on the behest of the police, I hasten to add.)

Apathy, cowardice, whatever, it is still a disgrace that a kid can be shot in a public place and no one is able to help the police.
Not bad from a city who managed to place flowers for a dead chicken.
