Fifa Manager 06 and 07 were both pretty bad pre-patch and still had glaring bugs but after a patch or two EA, like always, refused to spend any more time or money on it.
Worst I have played though is Premier Manager...I like the intro for Premier Managers wiki:

what theis said in general, although it doesn't technically make sense. I'd like to say rekluse is terribly wrong though, as premier manager 98 was extremely enjoyable, and up there with one of my favourite manager games.
