I don't think it needs to be done to force teams to take the FA cup more seriously.
Historically finishing 4th does not mean much. It just feels natural that the glory of winning the FA cup should be rewarded more than finishing 4th.
You also hear mid table teams obsessing about breaking into the top 4 or aspiring to be a regular top 4 side. I think it makes it more interesting if every team knows that they have a chance of winning a Champions League's place if they can win the FA Cup.
It is a more tangible dream than having to finish in the top 4. So I think it mixes it up.

I think it is reasonable in England since they have 4 spots. But not in a league where they had 2 spots.
