There are loads of different manufacturers of panels - the largest 2 being joint venture companies LG.Philips (LG and Philips) and S-LCD (Sony and Samsung).
The budget 'non-brand' LCD's don't use panels made by the top panel manufacturers. They use budget ones, so they aren't as good. You've then got the fact that build quality, electronics, picture processing, inputs, specifications etc are all superior on the branded sets.
Budget sets will look good in isolation, especially with HD sources, but if you put them against the top brands (Sony, Samsung, Panasonic, Toshiba, Sharp etc) they just don't look as good.
Black levels aren't as good, they don't scale lower resolution SD sources as well, motion isn't as good, colour reproduction isn't as good, you don't typically get as many input options etc etc. I could go on.
It's all down to budget in all honesty - and how fussy you are with regard to picture quality. A lot of people are perfectly happy with budget sets because HD stuff can look fantastic on even the cheapest.
Personally speaking, I was really keen to get something with decent black levels and contrast ratio when I bought my LCD having been used to my old CRT which was a really excellent JVC Widescreen.
