Once the ball stops going forward, it's dead. For example, if a penalty is saved by the keeper but comes back out to the striker, he can't then kick it into the net because the ball was dead the moment the GK stopped it going forwards.
Exactly the same happens when the ball hits the post.
That's my take on it. Sure I remember reading something about it years ago that confirmed this as well.

Its blatantly a goal, Imagine if the keeper dives and the ball ricochets of the post and his arm/hand/nob whatever a few times in a matter off split seconds then goes into the back of the net its a goal. Its doesn't matter if the ball is travelling foward backward whatever, stop making something thats so blatant to see so hard to explain.If the kkerper saves it ie it goes wide, her holds it anywhere in the goal then it is not a goal. If however it crosses the line its a goal no matter what. The if the keeper saves it the boots it in to the net its blatant that the penalty wasn't a goal.

I was going to post on the forum at the Referees Association, but I've been logged out since it was revamped and I can't find my login/password just now.

pg 46, Law 14 Penalty Kicks:
"When a penalty kick is taken during the normal course of play, or time
has been extended at half-time or full time to allow a penalty kick to
be taken or retaken, a goal is awarded if, before passing between the
goalposts and under the crossbar:
• the ball touches either or both of the goalposts and/or the crossbar,
and/or the goalkeeper"

A quote later on says that unless otherwise specified, during a penalty shoot-out normal rules for penalty kicks apply.
There is no such specification about the ball moving forwards or backwards or anything of the like.

I'm sure, like a lot of other people seem to be, that i've heard or seen something about this that said shootouts were different, and the situation we're describing means the goal is disallowed.
However, i find it hard to support that case when no-one can find one single reference to it. Whether the rule has changed, or we're all remembering it wrong, or it's just a really obscure rule i don't know.

As far as I can make out, "the procedures to determine the winners of a match" contained in the International rules, in relation to kicks from the penalty mark to decide the outcome of a match states that: Quote:
Unless otherwise stated, the relevant Laws of the Game and International F.A. Board
Decisions apply when kicks from the penalty
mark are being taken
| So, the relevant laws apply.
The relevant law in this case is Law 14 - the Penalty Kick, which states: Quote:
When a penalty kick is taken during the
normal course of play, or time has been
extended at half time or full time to allow
a penalty kick to be taken or retaken, a
goal is awarded if, before passing between
the goalposts and under the crossbar:
the ball touches either or both of the
goalposts and/or the crossbar, and/or the
goalkeeper
| This clearly states that a goal should be awarded even if the ball touches either or both of the goalposts and/or the crossbar, and/or the goalkeeper.
Therefore, by the absolute application of the law, this means that a goal should be awarded.

Oops I think half time orange may have got there first.
I wonder if people are being confused by the old law which stated that if time is added on at the end of the first or second half to allow a penalty to be taken, then the match finishes as soon as the ball hits something - ie if it hits the post and then goes in, then no goal is given.
This law has been amended though and if the ball, in these circumstances, hits something (bar, post, keeper etc.) before going in then a goal is now given.

Note it says "both goalposts" - meaning that the forward motion must have stopped temporarily!

Quite possible it is meant to be disallowed but (once again) the "Laws of the Game" is quite unclear in it's wording. (and the Q&A part is for some reason almost never helpful IMO)
