Rep Power: 0 | IMO it is anything but clear in the rules. The below is from the Laws of the Game and it applies to both in match and shootouts. Quote:
• the player taking the penalty kicks the ball forward
• he does not play the ball a second time until it has touched
another player
• the ball is in play when it is kicked and moves forward
| There is nothing about the ball needing to move forward, it has to be kicked forward by the taker but nothing more.

Should add that even though the rules are clear on this applying to shootouts the second line would not apply as there are no other players allowed to be involved in that specific PK (other than the taker and the goalie that is).

I'm inclined to say it's a goal.
I don't believe the goalkeeper has saved the shot in this situation - nor in the back spin situation.
Imagine if the keeper caught the ball, but then it squirmed out of his hands, or he fumbled it into the net or something.
Or he saves with his hands, but puts it in with his knees.
Can't really class it as a save can you?

I'm not sure why i'm arguing as i said what i know is based on what the head of the ref's for the FA said on soccer AM.
Saved as in stops the forward motion of the ball towards the goal.
From what he said, if the pen is left to right and the ball goes.

Think about it. Last Pen of the shootout, keeper needs to save to win the tie. The keeper catches it, then in the joy turns round and boots the ball into the net in celebration. Goal?
