A quick glance, but can't the second one support websites made in many other programs? Even so, still a massive difference in price especially as I would go for the former one.

Pretty sure it'll be to do with the second option allowing access to their shared SSL cert? The forst option wants to charge you 99euros is you need SSL...

Don't need a SSL cert for the site I'm working on.
Those certs are that expensive?
