I think that's exactly what he's saying. That's why he specifically says what will happen when re-making it without them, as he knows they won't be involved. And if he was talking about just different actors playing the same parts from the original scripts, it wouldn't be "so different that you wouldn't need the format". Quote:

When I said re-made without them, I meant the characters, not Pegg and Jessica whats-her-name. I know the latter won't be involved, but I don't think Park is being in any way categorical about how closely the remake will adhere to the original in other ways.

That's not what I'm saying. Park says that the actors won't be involved, but that doesn't mean they won't use the same characters.

| I don't think Park is referring to them in terms of as actors, he's referring to the whole creative team. That's why he names Edgar Wright as well. It also doesn't make anything like as much sense for him to make the huge leap from needing different actors, to making a completely different show, given your interpretation imo.
