Surely the publishers would want the game to be as good as possible otherwise other development companies aren't going to use them as publishers if they make them release unfinished games.
Rushed out
It was in development for about 6 years and originally scheduled for a 2003 release, you can see why the publishers were getting a bit annoyed.

It's not that easy
Normally i agree with games that are 1 or 2 years in development but a game that is 6 years (and long overdue) in development all sorts of financial problems appear because of it.
