Going on what was reported previously in the last month or so. Trying to find a link to a story i read now where they said that it's a condition of the contract with the IOC.

I don't think the IOC have a problem with a professional club taking over the stadium, but I think the condition is that the track must stay.
It may be misinterpreting by myself on the way it's being reported tbh. It's more likely that Athletics has to be a primary use for the Stadium than anything else, though if that is the case, it's very plausible that professional football clubs wll not be receptive to the idea.
