Yeah, I predicted this a few days ago, not surprised to see it happening not just to 24 but all over almost every network. Actors, staff and showrunners are all refusing to work in support of the WGA, in an effort to force the studios to the negotiating table. Studios were given a few months notice that the strike was coming, so simply ordered huge amounts of scripts from the writers pre-strike, in an effort to ride out the strike unscathed. Stupidly, the writers provided these scripts as requested, meaning that studios could reasonably last more than a year. So, the WGA have requested the help of the other screen guilds, asking that no-one cross their picket lines (they surrounded the Desperate Housewives set a few days ago, with their chants so loud it halted production). Production has been halted on about ten shows so far, with lots more expected to follow in the next few days. This has meant alot of network reshuffling, in anticipation of almost zero new content. Fox actually the best prepared for this actually, they have a bunch of new shows, some fully wrapped, but they are gonna want to drip feed them through in case this thing lasts into sweeps.
