It's just the minimum Minimum Payment if he has a balance to pay off. If he doesn't have a balance (or is in credit) it's set to zero.

If your card company are charging you a monthly fee to keep the account, you would be wise to go to another card company. If your balance is zero, no charges go out unless you pay a 'card fee'. I have a Nat West one where there is no fee.

I have a CC I rarely use. Nothing comes out. The minimum payment is only if you have a balance on it.
