It happened in my back garden once, with the bees swarming in a clump like that on a tree in our garden. We decided not to nuke them and got a bee-keeper guy out to get rid of them. He said they swarm like that because their oringinal hive had been destroyed. The queen then flies off somewhere and when she lands, thousands of bees basically jump on top of her like that to protect her from the elements/fire balls, while some other bees go off and try to find a new place to make a hive.
