Id guess it depends on how old your current one is. If everything would need an upgrade, might just be cheaper to buy a new one

Bout 15 months.
Intel Dual 3.2ghz
2gb ram
NVidia Geforce 7600GS
Dual Tv tuners
500gb's of storage.
Looking to go to 4gb ram soon though.

2003 ish
P4 2.4Ghz
512 MB PC2700 RAM soon to be 2 Gig
XT1600 Pro 512 MB DDR (2 year old addition - was running on GF3 ti200 since 1999)
Soundblaster 32MB from 1999 PC
115 GIG HDD which is almost always full
its only this year with Bioshock, Witcher, DiRT, STALKER and Supreme Commander that i've felt my PC being rather sluggish but still playable. heck Oblivion ran smoothly for the most part. i know my system is bottlenecked by lack of memory so i'm shelving out for a memory upgrade.
maybe in a year i'll consider a new PC with more of everything. especially with Crysis coming out

3 yrs, 3 months.
Needa new one quite desperatley. The right hinge has broken (its a laptop) and the keyboard doesnt really work so its no longer really a laptop at all.
Only need internet/office/CM 01/02 and various applications, so will probably go for a cheap laptop.

Around 1 year ago, 3ghz Intel, 1GB PC3200, 250GIG hard drive.
Will be upgrading to Dual Core soon enough and sticking an extra stick of memory in
