Agree - pretty much sums up the whole issue in two short sentences.
A lot of football fans are anti-establishment, especially a number of the ultra gangs (hence the problems involving the Atalanta/Milan game yesterday). If a strike against fans by the establishment (police) takes place, other ultras gangs will take it as an attack against their own.
If the Italians are going to get on top of this, they need to police matters and turn things around, like what happened with English football in the late 1980's/ early 1990's. I suspect, given the notoriety of the ultras, it will take a hell of a lot more than a Taylor Report and increased policing to win this one, but it will have to take on some heavy-handedness on the part of the authorities.
I know there is a historical precedence of incidents in Italian football, but the root of them is in the culture - not just footballing culture but also the culture of the society. I do think matters will get worse before they actually get better.
