I was watching a documentry on how German police sorted out trouble in Germany...instead of making arrests...they split people up and warned them...then sent the said individuals/groups in different directions.

Italy has social problems...and it's not a football problem. Football just happen to be the excuse they use and the stadiums and arena's the places they use to be idiots.
Also in recent years there has been a clear movement within Ultras groups for change and there are several initiatives started by certain ultras groups to try and distance themselves from the violence...and in some cases Ultras are actually becoming a force for good but it takes time for such change and thinking to filter through to other ultras and the culture.
The authorities have only recently started to take violence in the stadia seriously...and in that space of time security in stadiums has come along way imho...but there needs to be legislation in place to help the police and clubs...I mean atm the police can only hold you over night and they get charged with nothing and in the end the club gets fined.

Great way to deter ultras.
Also the fact is that it's always the same ultras group and from the same team/city. Atalanta's curva nord are known all over for their absolute idiocy and violent streak...they have intentionally harmed/sabotaged and undermine the club for decades now...
If any bans need to be dished out...they need to be dished out to clubs that tolerate being undermined and sabotaged by their own fans. Clubs like Lazio, Juve, Atalanta, Inter, Roma, Catania, Livorno at times have allowed their ultras to run riot...and been very little in the way of clamping them down...and every season we hear the same stories...
Change must come from the clubs themselves...
