WTF happened to Sam?

I usualy skipped the credits but im up to last epiosde of disc 5 there playing poker and Sam isn't in the credits?

Last we heard Toby took over his campaign

I guess we're meant to figure that the campaign was unwinnable, and he went down in a blaze of glory and is now hunting around for another congressional district to fight.

In real life I guess there was some contractual issue with Rob Lowe and he got written out without being able to have a proper send off.
