Say for example I wanted to manage Cuba or U.A.E, nations that you can't manage from the start is there a way of managing them still?

When youre loading up, load all players from the country. Over time its possible also that some countries will become playable if they get enough regens - Reunion, San Marino, Guam and Macau have before for me.

I believe the 'rule' is that there must be 150 players available for a nation before you can manage them. So if you play the game for a while and enough regens come through, you should be able to manage them.

What if I edit their rep in the editor?

As far as I know it wouldn't matter...they simply don't have enough players to manage them. There's little point in managing a side when you can't call up 26 players (with enough in each position) to manage them.
