i usually go for mental attributes, as well as JPA and JCA as i use my assistant to tell me what youth are doping wellk and what ones have no hope of making an impact on my first team.
hmmm...
We can see what sort of operation you run...

I look for High Motivationg and high Judging player ability as the top priorities because it helps with the teamtalks and also you get an instant scout report if you try to sign someone who's contract is running out.
Also for future references and shortlists etc etc you can put a bid in for any player you want regardless of price and at the contract stage you can see if your assistant thinks he's worth signing.
Especially good if your scouts are only allowed to travel within certain regions and also great for getting instant work permit information because a good assistant will tell you if the player is likely to get one or not.
Next I look for attributes that will make him able to take some aspect of the training especially because with lower league clubs you need to maximise all your coaching capabilities - Mental Coaching, Technique and either Attacking or Defending so that you can cover either of the Ball Control, Set Pieces or Shooting training.
